From masthead to publisher to controlling party — checked against the register, and honest about where the chain runs out.

Introduction

Three fields, not one

“Who owns the Daily Mail” and “who controls the Daily Mail” are different questions with different evidence. Every entry below separates the publisher (a company you can look up), the controlling party (what the persons-with-significant-control filing actually says) and the ultimate owner (the person, family, trust or listed parent at the top). Where a chain could not be established from a filing, the entry says so rather than guessing.

Counted by outlet across all 29 entries on this page. Counting is not neutral: a count by title, by publisher or by audience reach would each give a different answer, which is exactly why reach is measured separately.

Before drawing a conclusion from that. Foreign ownership is a fact about where the shareholders are, not a finding about editorial conduct. The Financial Times is Japanese-owned and among the most trusted UK news brands; Sky News is American-owned and bound by exactly the same Ofcom impartiality rules as the BBC. The plurality question the law actually asks is whether enough separate people control the outlets serving each audience — not what passport those people hold.

The ownership question that is still open

The Daily Mail owner has agreed to buy the Telegraph. Whether it is allowed to is being decided now.

Because the transaction has not completed, this page lists the Telegraph titles under their current controlling party — Press Acquisitions Limited — and not under DMGT. The two public interest considerations the Secretary of State is testing are:

  • The need for a sufficient plurality of views in each market for news media in the UK or a part of the UK (section 58(2B), Enterprise Act 2002).
  • The need, for every different audience in the UK, for a sufficient plurality of persons with control of the media enterprises serving that audience (section 58(2C)(a)).

This is the media plurality regime doing the job Parliament designed it for, in public, on a live transaction. Whatever the outcome, it is a better guide to how UK media regulation actually works than any general claim about proprietors. CMA case file ↗

National newspapers

Legally free to take any political position they like. Three groups — DMG Media, News UK and Reach — publish most of the national titles between them.

    This is the single most consequential open question in UK media ownership. If the DMGT purchase completes, one private company would publish the Daily Mail, the Mail on Sunday, Metro, the i and both Telegraph titles.

Every outlet in this group is bound by Ofcom’s due impartiality rules, regardless of who owns it. Comcast-owned Sky News operates under exactly the same duty as the BBC.

    Sir Paul Marshall also owns The Spectator and UnHerd, making him one of very few individuals with holdings across broadcast, magazine and digital-native news. The broadcast holding is regulated for impartiality; the other two are not.

Radio

The hardest medium to measure. Ofcom estimates the share of adults hearing any news on radio each week could be anywhere between 32% and 87%, depending on how the question is asked.

How this was verified, and what that is worth

Every company number on this page was looked up on the Companies House register on 2026-08-16. Entries marked PSC recordhad their controlling party read directly from that company’s persons-with-significant-control filing on the same date, and link to it. Entries marked not from a PSC filing record what is publicly documented elsewhere, and are labelled so you can weight them differently.

The limit of this method. Companies House does not verify the accuracy of information filed with it. A PSC record is what the company has declared, not an independent audit. A PSC filing is a self-declaration by the company. It is far better evidence than a press report, and it is not an audit.

The second limit. Control chains frequently terminate outside the UK register — in a foreign listed parent, an offshore holding company, or a trust whose beneficiaries are not public. Where that happens the ultimate owner field says what is documented and stops there. A chain drawn past the last filing is a guess, and this page does not publish guesses in a field that looks like a fact.
