Put It In Scale · Debt ≠ deficit

Debt is 94.1% of GDP. The deficit is 4.2%. They are not the same kind of number.

UK public debt is 94.1% of GDP — a STOCK. The deficit is 4.2% of GDP and debt interest is £109.3bn — both FLOWS, money moving over a year. None of these three numbers is the other.

The claim

Britain "owes 94% of GDP every year" / the deficit and the debt are basically the same problem, just different names for it.

What is true

The two numbers are genuinely connected: the deficit is what gets added to the debt stock each year, so a persistent deficit is exactly why the debt keeps rising — they are related, just not interchangeable.

What we know / don’t know

NOT COLLECTED

Would eliminating the deficit immediately reduce the debt-to-GDP ratio?

Not necessarily and not immediately — the ratio also depends on GDP growth (the denominator) and how the deficit is financed. This card states what each number IS, not what a specific policy change would do to it; that modelling is not carried here.

The verdict

Debt is a stock, built up over time. The deficit and debt interest are flows, moving each year. None of the three is the other.

  • All three figures are nominal, not inflation-adjusted, and the deficit and interest figures are provisional in-year estimates subject to revision.
  • Debt interest (£109.3bn/yr) is compared here against MOD's one-year Total DEL (£68.5bn, 2024/25) — a different year to 2025-26's debt-interest figure, disclosed rather than hidden; not the four-year, nominal £297.7bn Defence Investment Plan total, which is a different time base entirely.
