What is true
The waiting list really is historically enormous either way you count it — roughly three times its 2012 level — and it has not returned to pre-pandemic size. This is not a case of "the real number is small."

List SIZE and individual WAITING TIME are different measures. This site does not yet carry a registry-verified distribution-of-waits series — only the total pathway count and the A&E 4-hour standard are wired in. See /nhs for what is and isn't established.
The verdict
This counts treatments, not people. The headline overcounts by about a million, and the underlying backlog is still historically enormous.
